A leading figure in Singapore's legal landscape, Minister Tong has been instrumental in driving policies and initiatives to uphold the rule of law, strengthen Singapore's legal framework, and advance access to justice. He has also played a key role in cementing Singapore's position as a premier international centre for legal services, dispute resolution, and cross-border restructuring and insolvency. Drawing on his extensive experience in legal practice – where he specialised in restructuring and insolvency, among other areas – and public service, Minister Tong will share his perspectives on the evolving restructuring and insolvency landscape, the opportunities and challenges facing the profession, and Singapore's continued role in shaping the future of international restructuring.

Mr Leong Kwang Ian has served in the Singapore Legal Service since 2000. His experience spans prosecution, civil advisory, as well as public international law in the Attorney-General's Chambers. He has also served as an Assistant Registrar of the Supreme Court, as well as Director Legal Policy at the Ministry of Law. He has spent the last decade leading legal teams in the Ministry of Home Affairs and the Ministry of Defence. In 2026, Kwang Ian was appointed the Official Assignee and Official Receiver of Singapore.

Lee Eng Beng, SC is a Senior Partner of Rajah & Tann Singapore and the Chairperson of Rajah & Tann Asia, one of the largest legal networks in Southeast Asia. Eng Beng joined Rajah & Tann as a Partner in 1998. From 2003 to 2009, he was the Head of the firm's Business Finance and Insolvency Practice, now known as the Restructuring & Insolvency Practice. He was appointed Senior Counsel in 2008 and assumed the position of Deputy Managing Partner in 2009, and Managing Partner from 2010 to 2019.

Yoh Chuang began his career in audit with one of the Big 4 accounting firms before transitioning to specialise in insolvency during Singapore's 1985 recession. In 1995, he joined RSM Singapore, establishing the firm's Restructuring & Forensics division. Yoh Chuang is experienced in a diverse range of insolvency matters, including corporate restructuring, financial workouts, judicial management, receivership, liquidation, and personal bankruptcy. He has also been actively involved in forensic investigations related to fraud, embezzlement, and falsification of accounts. In addition to his restructuring and forensic work, Yoh Chuang serves as an expert witness in court and arbitration proceedings involving divorce, commercial disputes, fraud allegations, and claims for losses and damages both domestically and internationally.

Aligning Jurisdictions in Restructurings
Modern restructurings rarely stop at the operating company level. With offshore holding structures in jurisdictions such as Cayman Islands and BVI, and intermediary entities in places like Singapore, a group-wide approach is essential to avoid enforcement gaps, competing creditor actions, and loss of control. Focusing only on the operating subsidiaries risks leaving the holding company exposed, undermining the stability of the overall process.

This panel will explore how to coordinate restructuring strategies across multiple jurisdictions from the outset, and how tools — such as the Cayman Islands and BVI restructuring officer regimes — can support alignment and stability.

When crisis strikes, the boardroom becomes the nerve center of decision-making. Whether facing financial distress, reputational damage, or operational disruption, boards and CEOs must balance urgency with governance, resilience with transparency, and short-term survival with long-term strategy. The dynamics between directors and executives are tested most acutely in these moments, revealing both vulnerabilities and opportunities for transformation. 

The panel will explore the perspective from stakeholders in the boardroom on navigating crisis and turnarounds, with a focus on topics such as crisis leadership, turnaround strategies, stakeholder management and lessons from practice.

Artificial intelligence is no longer a distant concept — it is reshaping the daily workflows of insolvency practitioners (IPs) and legal professionals. From document review and case analysis to client communication and asset tracing, AI tools are delivering measurable savings in time and efficiency. But adoption also raises questions about cost structure, transparency, and the evolving expectations of clients. 

This panel brings together IPs and legal experts to share how AI is being implemented in practice, what firms are doing to integrate technology into their processes, and what this means for the future of restructuring and insolvency.

Over the past two decades, a handful of earth-shattering cases have redefined the landscape of restructuring and insolvency. Each case has left a lasting imprint on creditor rights, restructuring tools, and the balance of power between stakeholders. 

This session takes a rapid-fire approach: five landmark cases, each unpacked in just seven minutes by an expert presenter, followed by an interactive Q&A. The format ensures a dynamic, high-energy exploration of the cases that matter most, highlighting the practical impact and enduring lessons taken away from them.
